Are ceiling fan light kits universal among different brands of ceiling fans?

The reason I’m asking is because I live in an apartment complex and no one knows the brand of ceiling fan.

Typically they are brand specific. Find the pull chain and look at the name, or perhaps on the top of the fan. Take a picture and go to your local big box and compare. In an apartment complex you will typically find "builders grade" that really means the cheapest item the builder could find. Take some measurements before you go looking. Save the current bottom to reinstall when you move.

Good luck.

Could i use a clapper plus with a ceiling fan/light?

    For most new ones yes.

Some fans are not wired for light kits.
