My ceiling fan stoppoed working today, but you can feel and hear that when you pull the chain, the motor inside is doing something,
i.e. pull once and there is a small hum (low setting) pull again the hum gets a little stronger (medium setting) pull again and the hum gets stronger (high setting) and pull a fourth time and you can feel the motor is off. But the blades just dont move. What is wrong?

Try pushing the blades to get them to rotare, then pull the chain.
You have have a seized (stuck) motor or the lo-med-hin control module (small box in the housing) is shot.
If the blades turn ok then the moduel is gone. Turn off the power, carefully remove the module and take it with you to the store. Be SURE to note the EXACT position of each wire before removing it. Get a new one, swap it out and you are done.

Installed a simple ceiling fan and it is sitting at an angle (ceiling is not angled. It is a flat, horizontal ceiling). Apparently the hole in which the mounting bracket inside the ceiling sits is too big and the round bracket hangs down out of the ceiling holding the fan at an angle. One side of the fan in flush with the ceiling and the other is about an inch too low. When the fan is turned on the blade brackets spin really close the the motor cover however they do not rub. There is no access to the attic. Is there any other way to secure the round mounting bracket in the ceiling on the side that is falling out? Is there any way to patch up the edges of the hole (plaster) and make it smaller without this fan eventually vibrating its way through and come crashing down?

Here is the fan:
